one fuse panel on that vehicle. It's on the driver side end of dash, you have to open the driver door to get at it. The box is under the hood, labeled relay center I believe.

it prolly has an electroinic lowering device that lowers the trunk try pushing the pop the trunk button a few times and shutting it hard and if that dosent work try a fuse should say about it in the owners manual
I don't know if it applies to the '92 Roadmaster or not, but I do know that some vehicles will do that if a bulb is burned out. I had a car that did the same thing, where one direction would not blink, but the other would, and the hazard lights worked fine. Replacing a bulb fixed the problem.
