check with a dealer mechanic but generally the scooter is small capacity and depending on your body mass , 35-40 mph is approaching the speed limit of the scooter

what about calling the people who made the scooter and ask them for help. also if you can not afford a new one sometimes community groups like Rotary or the Lions club will sponsor life aids, especially for younger people they are all about good quality of life! give it a try, nothing to loose and you might just get a new scooter! hope it helps.

2 stroke engine smokes. how do you adjust the fuel/oil mixture?

The thing with two strokes is that they smoke a bit under normal operation, and they smoke like mad if they haven't really been run for a period of time, I would advise you to run it for a while and see if that helps.

You should not need to adjust the mixture settings at all.
