You probably need a new clutch. That can explain why it bogs. The smoke I don't know.

The gasoline mixture is too rich, this means either not enough air because of dirty filter or the carburetor is letting too much fuel in.

i have a 150 sunl scooter when is cold the bike work but when is hot it starts to smoke and then when i give gas it shut of but it stay on running it only shut of when i give gas need some help

check with a dealer mechanic but generally the scooter is small capacity and depending on your body mass , 35-40 mph is approaching the speed limit of the scooter

replace the spark plug 2cycle engines are hard on plugs also sounds like it needs a carb cleaning black smoke means carb is fooding

what about calling the people who made the scooter and ask them for help. also if you can not afford a new one sometimes community groups like Rotary or the Lions club will sponsor life aids, especially for younger people they are all about good quality of life! give it a try, nothing to loose and you might just get a new scooter! hope it helps.

The thing with two strokes is that they smoke a bit under normal operation, and they smoke like mad if they haven't really been run for a period of time, I would advise you to run it for a while and see if that helps.

You should not need to adjust the mixture settings at all.
