This is on the screen, "your device needs to be restarted to increase performance. please wait while your data is safe. " I keep shutting it down and restarting but the same message appears.

I have the same model after youlet it sit for a long enough period to cool down it will come back on and work normal, it is a cooling problem called gateway and they confirmed this theproblem I ran in to was what fan this computer has 3. temp fix I used was to remove the tower cover to allow better air flow try this till you can figure out what fan is messing up

Safe mode can help you troubleshoot your Android, but sometimes you'll need to wipe everything and restore your device to its factory state. You can even perform a factory reset when your Android phone or tablet won't boot normally.
Ensure you have any important data backed up before doing a reset. This includes your Google Authenticator credentials, which will be lost during the reset. Disable two-factor authentication on your accounts first or you'll experience some trouble afterwards.

If You Can't Boot

If safe mode doesn't help fix your device, you can perform a hard reset by booting into a special recovery mode. First, ensure your device is fully shut down.
Press and hold the correct keys to boot the device into recovery mode. This will vary from device to device. Here are some examples:
  • Nexus 7: Volume Up + Volume Down + Power
  • Samsung Galaxy S3: Volume Up + Home + Power
  • Motorola Droid X: Home + Power
  • Devices With Camera Buttons: Volume Up + Camera
Similar devices will likely use similar key combinations. For example, the Nexus 4 also uses Volume Up + Volume Down + Power.
If your device isn't on this list and none of the above methods work, do a Google search for the name of your device and "recovery mode" - or look in the device's manual or support pages.
Release the buttons when the device powered on. You'll see an image of an Android lying on its back with its chest open and its internals revealed.

If You Can Boot

To restart the device, just press on hold the power button or slide the switch to on position and hold until the unit turns off. You may also want to update your untits firmware. This is normal, this come straight of the satellite. To speed up process or bypass, reboot system. To Manually reboot this model, turn unit off like normal. Then when turning on, keep button down as it fires up, DO NOT release on button, keep it down until all fires up and even about 10 seconds passed, then let go. This reboots it and cleans up a lot of ****. Thanks Mike.

I put my gps in my carfor 2 days & third day when i started my gps its mention 'your device needs to be restarted to increase performance.please wait while your data is saved.

This is normal, sense they are are all controlled via safelight and computer , they are constantly updating. I recommend once a month you manually reboot gps, to keep bugs out as well as accurate speed and performance. To manually reboot, turn off like normal, but when turning on hold on button down and keep down through opening process for about 15 seconds then let go of on button. Then is cleaned up and rebooted.
