I cannot remove the starter on my harley davidson.
If it is a 2004:
First remove the seat. THEN unthread the bolt and remove the black battery negative cable from the battery negative (-) terminal. THEN remove the primary chaincase cover. THEN bend thetab on the lockplate away from the head of the jackshaft bolt. THEN while holding the pinion gear to prevent rotation, remove the jackshaft bolt with the lockplate and thrust washer. THEN from the right side of motorcycle, remove the starter front mounting screw with lockwasher. THEN Remove the rear mounting screw with lockwasher (and the battery negative cable ring terminal). THEN remove the Keps nut from the stud of the bracket tab and remove the exhaust support bracket. THEN pull back rubber the boot and remove the flange nut from the starter post. THEN remove the main power and battery positive cable ring terminals from the starter post. THEN depress the external latch and pull the solenoid connector from the top of the starter housing. THEN locate the oil filler plug/dipstick on the right side of the motorcycle at the top of the transmission case. To remove the oil filler plug pull steadily while moving the plug back and forth. THEN remove the starter from the right side of the motorcycle, carefully sliding it through the space between the exhaust pipe and side cover. (If necessary, remove the allen screw and decorative chrome cover to facilitate starter removal.) THEN, if necessary remove the coupling from the starter motor output shaft, if necessary.
BEFORE starter disassembly, perform all bench tests on the assembled starter.
Basically reinstall in reverse order.

To charge the battery you can connect to the positive terminal on the battery or the large lug on the starter, then connect the ground to any clean bolt on the frame as the battery negitive goes to chassis
SOURCE: removing harley davidson ultra classic gas tank
Drain the fuel either by siphening or removing the cross over tube at the front of the tank and letting it drain that way or just block off those cross over lines and leave the fule in the tank for removal.
0) remove seat
1) drain fuel
2) undo cross over line (bottom front of gas tank.
3) shut off pet **** and remove fuel line from pet ****.
4)there should only be 2 bolts holding the tank on, one at the top front of the tank and one at the back of the tank.
All in all a pretty easy (but possibloy messy) job.
SOURCE: assy of starter clutch on 2003 Harley Davidson
The starter on a late model Harley is a typical Nippondenso gear reduction type starter. They are all basically the same except for size.
To replace the starter clutch inside the starter assembly requires disassembly of the starter assembly.
I you will contact me directly, I will scan the procedure and drawings out of a service manual for you.

Disconnect battery , remove the outer primary case, pull back the lock tab on the starter jackshaft, unbolt the retainer screw, then remove the two starter bolts from the right side, sometimes you need to loosen the oil tank mounts to get at these, slip the starter and coupler out as a unit, replace the coupler and jackshaft the same way they came out when the new starter goes in, install bolts , retighten the jackshaft bolt and bend over the retainer, install and fill primary case, connect battery thats it buddy
SOURCE: how to remove a starter from a 1999 harley
its very straight forward.. Disconnect the battery and drain the chain case and open it ....... Then take the jack shaft bolt off. hold the gear with a pliers. After that - the starter just has 2 mounting bolts, Harley says to remove the rear exhaust but I havent had to. Disconnect the electrical and pull the starter straight out
