You have to have at least 9 volts to turn the head light relay on it is usually a regulator rectifier or bad stator that causes this, the relay is part of the fuse box assy .
I know this is kind of old but hopefully it will help someone. Endel is correct about the breaker being built into the fuse block. The fuse block is a sealed unit and nonserviceable, but If you take a jumper wire from the headlight fuse and connect it to the blue and yellow striped wire at the connector the healight should turn on. This is only a test to make sure there is power to the lines. If the lights work then you'll need a new fuse block from Kawasaki, or find another power souce on the bike to hook into and make sure you fuse the new wire source for the headlight.
