How do you drain carbuator bowl
This is caused by dirty carbs, as mentioned. $75 / carb retail to fix this, it's not that big of a problem, and your performance will probably improve, as well.
Dirt in the carb bowl not allowing floats to shut off or floats are stuck open there is a drain screw on the bottom of the bowl drain it first and see if it fixes it but i am betting you will need to remove the carb and clean it sounds like there is debris in the float shut off

there should be a screw or a larg looking bolt on the bottom of the float bowl (carb) remove it and it will drain use a rag to catch it and drain your tank add fresh gas (if it dose'nt run right you may have to clean the carb)

adjust the floater of your carburator give at least 2mm space on the top of it when you lift the floater so it will not overflow.

Remove the water trap bowl at the bottom of the petcock, (gas valve). Is there any water or trash in the bowl? Dump it, clean it and re-mount it, ( not all bikes have a water trap bowl ).
Drain the carburetor. There should be a screw on the lower side of the carb float bowl. Remove the screw then replace it after the fuel drains. Turn the gas back on and wait a minute for the carb to fill with gas. If the bike doesn't start and run properly then shut off the gas and remove the carburetor from the engine.
Remove the float bowl and clean the entire carb with a spray carb cleaner from the auto parts store. Wear protective goggles to avoid getting spray in your eyes. Spray into all the little airways and fittings in the carb. Check the float as they can go bad and fill with gas such that they no longer float. Remove the idle screw and the air screw on the outside throat of the carb and spray into the screw holes as well.

Be sure to put these two screws back in the same hole they came out of. IMPORTANT > do not tighten these two screws down. Only screw these in until they LIGHTLY seat. Now turn each screw one and one half turns outward. Put the rest of the carb back together, clean the air filter and install the carb. Let the float bowl fill then start the engine. The idle speed will probably different so adjust the idle screw to get back to where it was. This process should get you back on the road.

Turn off the gas and remove the float bowl. Remove the fuel line. Remove the float pin and float with needle valve. Do not bend the tang that the float needle sits on. Spray carb cleaner into the seat where the needle valve came from to clear out any trash in the valve casing. Spray the float bowl and interior of the carb. Remount the needle and float back in place and put the float bowl back on. Install an in-line fuel filter. The diagram below shows a 1994 carb Yours will be the same or close to it.
