I have a 2000 Seville starter checked had a bad battery replaced battery it started a few times ran fine until i shut it off could it be the ignition switch or neutral switch,?

it may be the starter switch as GM has a recall on switches covering 12 years or more

Problem with starter switch some times it operates and other time

sounds like your neutral light switch is faulty as there is no adjustment on these as i am aware
try a new one or link the old one out just to confirm the neutral light will be on all the time though
