The Cooling fan is Wired in in such a way so as to Automaticly Turn on Cooling Fan If the A/C is Switched ON. If "WITHOUT the A/C on" The Cooling Fan Doen NOT come ON Untill Engine. is @ 210-230 Degrees
There IS a Problem with the Engine COOLING SYSTEM, A Faulty Coolant Temp Sensor Will Cause this Problem. The Cooling fan is Also A Candidate For Testing.
Answering your Quwstion YES The Engine Coolant Temperture Sensor Tells the ECM What the TEMP Is and the ECM Grounds the Cooling FAN Relay to Turn ON Cooling FAN. Temp Sensor is the Usual Culpret, BUT Relay Comes in a CLOSE Second. Hope this Helps !!!

The Cooling Fan RELAY Located Underhood ,Driver Side, Between Shock / Strut TOWER And This Could be Faulty It is IN the Electrical Box And as you look at it, There is 2 ROW 's of Fuses to the Left and 1 Row to the Right looking at it this way , For ! FAN >>The FAN RELAY is the TOP ROW SECOND RELAY FROM THE RIGHT)) and if you have 2 FAN'S The BOTTOM ROW 1ts RELAY is the Secondary Relay, Now aside form these Components I am Assuming You have Checked most other things such as,,, Radiator Blocked Inside or OUT,,Thermostat,, Loose Plugs @ Relay Box or Any INVOLVED Component ETC. YES the Computer Does Play a Role in this But All it Does is Keep track of the Engine Temp. And GIVE / SEND GROUND to the Cooling Fan RELAY to turn ON the FAN , Upon TEMPERTURE Needed for FAN to come on 210-230 DEG. PLEAE DO Reply and Lets see What this is Causing you this Problem.

I replaced the sensor,located in the intake manafold.and the relay ,only one on this car,former one was hot to the touch as well as this one. If the fan works with the air on could the fan be faulty, only one fan, also could this be a problem with the ecm,or does another sensor have anything to do with this, in line fuse ? I am at a baffled
