I have a 07 klx250s. The problem came recently that i could not electric start my bike. When I turned on the bike(using key without electric start yet), all the lights and horn are there but when I pressed the electric start button, the bike will not be able to start. Flicking sounds was heard from the fuse starter(I think). The battery was newly installed. I change the starter fuse but won't be able get the light or horn on. Replacing back the old starter fuse can get the light/horn on but can't start with flicking sounds. I need help.
By "flicking" sounds, do you mean a series of rapid "clicks"?
Usually a series of rapid clicks when trying to start is an indication of low battery voltage, or a bad electrical connection, usually a ground.
Get an automotive jumper cable (use only ONE of the leads, let's say the BLACK one), hook one end to the battery NEGATIVE terminal, and the other end to a bolt head that mounts the starter motor to the engine case, and see if that helps.
If so, it is a ground issue.
An old time Harley trick is to attach a SECOND ground cable to the battery negative terminal, and the other end, remove one starter mounting bolt, slip the bolt through the cable "eye", and reinstall the bolt.
The problem in this case is that most bike engines are made out of aluminum.
While aluminum WILL conduct electrical current, it's NOT the best conductor in the world.
This is why copper jumper cables are much better than aluminum ones, and why they found out (the hard way) that aluminum wiring in a house is no good!
NOW, if when you try to start and you get a SINGLE click, this usually means either a bad starter relay, or bad starter solenoid.
Testimonial: "I am not familiar with this. But anyway, your suggestion is much appreciated. Will need a mechanic then. Thanks Strech."

Testimonial: "How to determine whether it is in good/bad condition? I hope to get it fix myself instead of pushing to the workshop(quite a distance). Was sending to the workshop before and the battery was getting recharged but only last for a day or two. not able to start after that but the light/horn is there."

Check the fuses too and basically all the wiring, there could be somewhere a loose connection also check the wires at the solenoid switch.

You might first try and (jump) the starter at the starters bendex. To do this you could use a jumper wire or a screwdriver if you know what you are doing... (jump or connect together) the one (thin) red wire leading to the back of the starters bendex and the one (thick) cable also leading to the back of the starters bendex...being careful not to "ground" your jump wire or screwdriver to the bikes frame!!!... "Make sure you are in neutral"!!! ...Turn the ignition to the on position. You may have to engauge the start button at the same time you jump these leads. If your bike still clicks instead of turns over/starts.. Either the battery is not up to snuff...try boost starting from off you car or truck to determine this if you do not have the proper battery test equipment: (or) there is a loose or corroded connection. It is possible the connection at the starter button also is crusty. To clean your connections well, "You must first disconnect the negative terminal at the battery"!!!... Clean all the contacts/connections the same way using an electric contact cleaning spray (that evaporates) and a med-soft bristle brass wire brush. You really should start from the battery to the starter and also the starter button if accessible. A light wipe over from a clean cloth sprayed sparingly w/a light oil or silicon afterwards on all cleaned areas should keep them being that way again till next year if your bike is ridden in fowl weather often and/or left out in the elements. I find it hard to believe that all the relays went out simultaniously!!!...It is almost impossible. Guzzi-Guy

how about replacing the fuse by the battery it is a master fuse and thats what it sounds like
since all lights and bike runs after a bump it sounds like a master fuse problem
if not check your batterie ground it might be cut or loose

that clicking sound is the starter solenoid. check all large cables for corrosion and tightness. as for the signal lights, neutral and horn, i think a wire is grounding , thus causing the problem with the bike not starting also. check at ignition switch and at handle controls for a loose wire that may be touching the handlebar. basically inspect all the wiring on the bike

Same thing happened to mine. Take apart the start button and clean the contacts.
