The bike can start in gear using clutch but can't start in neutral.at the position of neutral, we can start the bike using clutch what is the problem

The kickstand switch is either bad or bent out of position. See if you can activate the switch manually. Does the bike run now? If so, the switch is bent out of position. If it still won't run, jumper the wires together until you can replace the switch.

Start by changing the gearbox oil and the filter. Ride for 50 miles or so then change the oil again but w/o a new filter this time. Doing this will flush the dirt and grit from the gearbox. Use 10 w40 Pennzoil, Mobil, Shell or any other major brand.
The clutch is not fully dis-engaging. That is what is causing the shifting problems. Hopefully a shift fork has not been bent in your efforts to shift gears. The cost of 6 or 7 quarts of oil and an oil filter is nothing next to the cost for replacing bent shift forks.

if you rebuilt your carburetors you have made a mistake when you reassembled them a carb must sprsy a fine mist of "dry" fuel into the engine intake your carbs are flooding you need to check your fuel floats , jets and, don't forget to check the power piston circuit and, balance (sync) your carbs on the bike when you're done

sounds like your in to high of a gear to pull smoothly at that rpm.if its ok at slightly higher rpm then this is your problem

first check about the clutch plate, if it is down or not? if it is good then check for the valve of the engine. it need replacement.
