SOURCE: Carbies willn't set float level, right floods, left sets to low
I don't know if its any help but I've fixed my Honda with similar problem. It turns out I reassembled the rich carbys air cut off valve incorrectly. Have you checked yours? I'm wondering if the cut off valves somehow affect the other parts of the carbys. Mine is running sweet now.
SOURCE: wot size are the jets on a standered 28mm carb .rs125cc
hi you may be better to try one size up at first then up one more as it may run better or worse make sure it dont run lean or it will burn a hole in the piston.... have you deristricted the ex pipe as taken the washer out of the down pipe

SOURCE: Which size Jet Kit for 800 Vulcan Classic?
general rule of thumb is to go up about 10 jet sizes, unfortunately it is a bit of trial and error, and you may have to swap out diferrent sizes to get the bike running right,(jets are quite cheap though)but first step about 10 sizes from standard, your local dealer should be able to tell you what jets are in it and supply replacements,if you change to a hgh flow aftermarket air filter you may have to change jet sizes again as changing the filter may effect the mixture ratio in the carbs,,hope this helps
SOURCE: how to adjust carby
The air fuel ratio: start with screw all the way in, not tight, Then back out 1.5 turns. Set your idle then readjust the a/f ratio to get best, then readjust your idle. good luck
SOURCE: backfiring through carby and exhaust
Sounds like the carby is flooding.
Have you had it off?
Try putting a new fuel shutoff valve and seat in.
Set the proper float level.
Make sure that the float does not have a hole in it that makes it sink.
