Is it only on while the key is in the ignition? This may be a reminder light to take your keys. It could also be part of the security system. Nothing to worry about.

if your using the numbers keypad to the right on your keyboard, it sounds like you need to press the numlock button to activate the keys. if thats not the case , you may want to replace your keyboard if this is an issue that involves the upper number keys above the qwerty board.

It may be the storage card - if you take the storage card out it will boot up and you can put it back in. - pain in the a## but it may work. Or Try taking the SIM card out, boot it up, turn it off, replace the card, and turn it on again.
Last resort is a hard reboot. If you did a hard reboot and nothing happened then you did not do it successfully. To do a hard reboot.
