1986 Kawasaki Ninja won't fire

I have a 1986 Kawasaki Ninja zx-6 with a 600cc 4cyl 4carb motor. The bike sat for about a year before I bought it to fix it up. I removed the carbs and cleaned and inspected the bowls, jets, and needles. They all look like there in good shape. I changed the plugs and checked for spark, have fuel going to the carbs, and have good compression. The bike is on the center stand with the clutch pulled in and I checked that the cut-off switch wasn't set to stop. The bike will turn but will not fire. I gave the carbs a quick shot of gas from a spray bottle and it fired and ran for about 5 seconds and died. It doesn't seem like the carbs are pulling any fuel into the motor. If I cover all the carbs with my arm and "force" vaccuum the carbs pull fuel and the bike runs for like 20 seconds before it dies. I checked the boots for a vaccuum leak but everything seems tight. If anybody has any ideas on what else could be the issue they would be greatly appreciated. Thanks
