The first time I encountered this type of problem, I discovered one of cables under the passenger seat was removed from the socket. I fixed it back and everything became normal immediately.

Its not easy, task.You will have to get the air bag connector and wires by-passed then check.If it get successfully bypassed, then you can repair other parts without replacing air bag.But if airbag connectors are not getting bypassed, then replacing is necessary.If all the light stays on, then there can be short in connections from dash or in the fuse box.The dash is getting power directly from battery, as any of the dash wire is getting in contact with battery terminal or metal parts.The fuses in fuse box and dash wiring connector needs to be checked.Replacing seat belt is not a hard job.You just require basic tools to remove the seal belt out from its hook and unbolt it and reconnect new replacement seal belt to its exact location.----- But first you will have to get the air bag connector by passed and see.If its still causing the problem, then this problem can also be related to fault in ECU/ECM.In that case the vehicles computer needs to be scanned and if checked out faulty.Then it needs to be replaced and re-programmed by dealer.---------- After replacing computer, reprogramming is necessary, other wise the new ECU/ECM will not detect electrical parts in the vehicle and cause major problems like no start. ------------------- This should help.Thanks.Helpmech.
