Hi, Anonymous and the usual suspects are:
1. Throttle cable inside dirty needs lubrication.
2. Throttle grip sleeve contaminated needs cleaning.
3. Throttle cable improperly routed.
4. Throttle cable bent-twisted-kinked or pinched.
5. Throttle and idle cable adjusted too tight.

well, if plugs are wet, try placing plugged in spark plug on the block, turn ingine, should spark blue. orange no good, none no. good lol.do both plugs and wires.if one works and the other one doesnt, you need a new plug.if both no good, having electronic ignition, most likely the coil is toast (make sure its plugged in good, cables and wires)

You either need to lube the cables, or adjust them. You adjust the throttle to have a 16th to an 8th inch of freeplay with the bars like youre riding straight. You adjust the snap back with the bars fully to the right. As far as the motor shutting off , you need to use the enrichner ( they call it a choke) until it will idle on its own without rapping the throttle. Also , your idle may be set too low on the carb. The adjustment is made at the idle speed screw , right behind the air cleaner.

Had this same problem with my wife's 2004 XL1200C. Took it to the dealer and they discovered the batt cable was just a little loose. They tightened it and we've had no problems with that since...that was 2 yrs ago.

To change the choke cable, you don't have to disassemble the carb but you may have to take it off the engine. The black plastic piece simply screws into the side of the carb. Once out, you'll have to take the plunger and spring off and put it on your new cable. Then screw the new cable into the hole. Reinstall the the carb on the bike. Always replace the carb seal on the intake where the carb plugs into it. Good Luck
Testimonial: "could not see scewed piece till carb removed. easy when you know how before hand.thanks for your help, much appreciated."
SOURCE: throttle snapped, how to replace
To replace the throttle cable, first loosen the adjustment on both cables getting as much slack as possible in both cables. Then remove the two screws that hold the right switch housing together. Carefully seperate the two halves of the switch housing. Work the cable out of their slots in the throttle sleeve. Do not lose the ferrels on the ends of the cables but do take them off. Work the broken cable out of the lower switch half.
To get the cable loose from the carburetor, you'll probably have to remove the fuel tank. With the fuel tank off, you can work the cable out of the cable stop and then out of the throttle plate linkage on the carburetor.
To install the new cable, first slide the new cable up through the hole in the lower switch housing. Then put the ferrels on the ends of both cables and work them back into their slots in the throttle sleeve. Carefully reassemble the switch housing halves back together being careful not to pinch any wires.
Then reconnect the cable at the carburetor throttle plate linkage and insert the new cable in the cable stop. Adjust the cable so that you have just a bit of freeplay in them and check to see if the throttle will snap closed on it's own when cranked to wide open throttle position and release. Make certain that the throttle works correctly. Put the fuel tank back on.
Good Luck

Good Info, However on mine what fixed it, (Throttle cable not snapping back I'm referring to on my 2002 1200 Sportster)
was at the carb, on the side where the cables go in, there is an assist spring to help close the throttle, Well No.....L0L that was OK, but in that same area, next to the carb, it was all gummed up. Cleaning well with carb cleaner did the trick.
Snapped back like A champ!!
I suggest cleaning it every spring!
