On older bikes the starter switch can start sticking and not fully return. The headlamp is commonly cut during starting to allow more power to the starter motor. But if the start switch does not fully return it can keep the headlamp off. Try juggling the switch with the bike running and see if the lights return. If they do then its time to take the switch apart and give it good cleaning and lubrication with electrolytic grease.

if you suspect the float is stuck, grab a screwdriver and tap the carb float bowl with the handle. you should be able to see this from the bottom of the tank. hopefully this will unstick the float.
if it doesn't, then it will require removing the carb and taking the float bowl off and seeing if the float is adjusted properly.

Does the brake light work with the front brake lever. Sounds like wrong type of bulbs in there or bad turn signal flasher...Do the lights light up when you hit the switch and just stay lit...Also i can tell you that mine had to have the bike running in order to create enough amps to even make the flasher trip. I eventually put bigger bulds in each turn signal to draw more so they work with it running or not. It had 2156 bulbs in and i put 2157. Oh the flasher unit is under the fuel tank.

The rubber seals and fittings between the carbs and cylinder head get hard and brittle. They can develop small cracks and also loose the seal they had when new and pliable. This means that extra air gets into the air/fuel mix as it heads for the intake valves. The air that has not gone through the carbs leans the fuel mix and causes the high revs. The seals and fittings will need to be replaced. Dealers have parts in stock for 10 years. Your bike is 22 years old. Google yamaha virago 750 parts also Google vintage motorcycle parts. Babbitt's would be a good source if the '87 and '88 parts match up. They list an '88 and have all the parts in stock except one hose line.

Sounds like something you did on installing light bar. Does the light bar work? Have you checked the fuses? If you answer yes and yes, disconnect light bar and see what happens. You may be drawing too much current with addition of light bar.
