Since you have disk brakes in the front, they are self adjusting. Based on your remarks, I suspect a problem with the master, since you say you have no lever. I suggest this is not a fix for the average person. Remember, NOTHING is more important than being able to stop. Please have this trouble evaluated and repaired by your Harley Garage.
You have two brake light switches. One is in the right handlebar switch housing. Make sure your front master cylinder is slid all the way down against the switch housing. Check the lever and pivot pin for wear. If the front brake lever is loose and wobbly, the lever is worn and is not making the switch in the front switch housing. You can move the master cylinder away from the switch housing, move it up on the handlebars, and check the switch. It has a small plunger sticking out that is operated by a flat spot on the lever. The second switch in behind the engine. Find the metal brake line coming out of the rear master cylinder and follow it back towards the rear brake. You'll find a pressure switch in the line. Pull the wires off the pressure switch, if the light stays on, your front brake light switch is keeping it on. If the light goes off, the rear switch is bad, check it with an ohm meter. Rebuilding the master cylinder is relatively easy. Simply purchase a rebuild kit, take the master cylinder off the bike, Take the lever off and then most of the internal parts will simply come right out. With the internals out, you'll probably need to lightly hone the bore with a flex hone of the proper size. Lubricate the parts and install them just as they came out and reassemble the master cylinder. Then bleed the cylinder, hook up the brake hose on the bike and bleed the brakes at the caliper.
Does it work with the front brake lever? For the rear brake light switch follow the brake line from the maser cylinder back to the switch in the line . Check the brake light switch by First checking for power: with a test meter to ground with the ignition on you should have voltage to one of the two wires then use a test wire cross between the two terminals the light should light, if it does you need a switch if not you need a bulb. If you dont have power you need to check the breakers. Hope this helps.
spray lithium grease on switch button and make sure housing for throttle and switches are as tight to brake handle clamp as possible. Also if there is the mechanical lever in brake clamp the "paddle" may need to be bent a little
