You can download a free PDF service manual at the site below. I know there is a 1990 manual in the list. That will be close enough to to your 1988 to get the job done. Not much change in two years.

SOURCE: i have 2 extra small pipes coming off of the fuel

The lagre one is the fuel line to the Carb, the small one pointing down is for the vaccum hose (to only release petrol when running or turning over) the other small one horizontal is un-used (for a positive pressure to release fuel). I bought a NC21 with all the hoses connected. Took me awhile to figure out.

The loud whining noise is just normal for vfr 400 because it is gear driven cam.. As you reach 5000rpm up, the bike's electrics try to misfire the plugs so it would act as a speed limiter (180kph).. You have to bypass the sensor at the speedo..
