Horn not working ? Is the air bag light lit on the instrument cluster ? May not be a fuse issue , could be the clock spring inside the steering column , or could be the horn relay . If you don't know what these are your best bet mite be to take it to a qualified repair shop. Do you know what a wiring diagram is ? The horn fuse & horn relay are located in the fuse / relay box in the engine compartment . Having a bad (BLOWN) fuse would indicate a electrical short circuit .

Horn also uses a relay . What year , make , model vehicle. The odds of the fuse being the falt are high , Fuse's do blow , but not for no reason . Short's to ground cause fuse's to blow . I looked at info for a Silverado 1500. Use a test light to check for voltage at horn fuse in under hood fuse box. According to this diagram, the horn relay has to be energized. Have a helper hit the horn switch when you check voltage at horn fuse. If hot, have to check wiring circuit to horn. In the diagram, dark green wire is voltage and black wire is ground. You could actually use jumper wires from battery for voltage and ground to horn, for testing.
horn check it works as they can go, relay is probably gone for the indicators. its usually a green relay, but if its original it could be any color. they not on the same wiring as each other.

I had the same problem. Horn not working and indicators not self cancelling.
After removing the steering wheel I found that the central two pronged
collet, that engages with the steering wheel and drives the horn contact
slipring and indicator cancellation, had worn down its prongs. this had
caused the horn wires to stop rotating and they had been snapped by the
motion of the steering wheel.
the ideal solution would be to replace the collet and horn wires but I managed to repair both
