From your description (keeps overflowing,spark plug always wet), it sounds like it's flooding.
Because of the overflowing, possibly your float is set too high, or some crud is lodged between the float needle valve and it's seat, not allowing it to seal shut when the float bowl is full, then flooding the carb's mixing chamber.

check fuel filter, fuel tank vent, air filter, main jets could be blocked, leak in the fuel line between carb and tank, diaphragms fatigued in carb.

nope you will get about 28 with the tuning you did
mine never got anything better than that and i dyno tuned it more than once

Check for spark in the new spark plug, if you have spark clean the carb fully and try again. make sure you have correct mix of gas to oil and it is not old use fresh gas oil mixture. Good luck pal.
