SOURCE: Brake lights don't work when handbrake is not engaged.

Sure problem is in the turnsignal switch. Two things happen on tilt wheel models that get the tilt feature used regularly. the wires get jerked out or the switch with the wheel tited up does the problem go away? The other is the switch itself with someone watching the lights can you grab the turn signal switch pushing it in or twisting it some and the lights start working OK/ them the switch needs to be changed

Your description tells me either the rear brake light switch is bad/no functioning, or the wiring to/from it is disconnected or broken.

Get a multimeter and start chasing the wiring for the rear brake light switch, starting with the switch itself.

Brake light switch is broken or out of adjustment. Remember, applying the brakes cancels the cruise control.
