In park, this could be normal. ECU does this. around 2800 to 3500 RPMs. If driving, have the codes read. No codes , could be a clogged fuel filter, bad fuel pump(have the pressure checked), or clogged catalytic converter/s. With no codes, something is restricted..
It wont rev past 3500 in driving?
The governer on these is set to NOT allow a higher rev when car is stopped and not in gear.
Try to change oil viscosity or filter manufacturer. Some filter manufactures put in a bypass valve that kicks in too early.
Have you checked if the EXUP valve is working? It should cycle when you turn the ignition on. If it's stuck in the closed position it will be choking the engine in the way you describe
