Hello, I am having a Cold Start problem, it usually has a hard time starting when cold, I use full choke and slight throttle and still it turns over many times before firing. Also, replaced battery and spark plugs, engine seems to turn over a bit slower than it should. Idles about 900-1000 RPM once warm. Had major carb service done on both carbs and had them synced at a kawasaki shop. No problem to restart when warm. Not sure if relevant, but this is an american version with us speedo. when you get the bike started you need to adjust the pilot air screw. here's how= turn in clock wise until engine falters(mark that spot with a pin)then out counterclock wise until the engine falters(mark that spot also) then put the screw in half amount adjustment of the two marks.that will take care of if it is to lean or to rich.make sure the engine is good and warm before doing so.

where the valves set cold or hot? could make the world of a difference...is there intake leaks? bad floats perhaps....its a problem that will take some time cancelling out problem by problem

If they have been sitting at any point for more than about a year, then you are on the right track. The carburetors will need to be disassembled and cleaned. Sometimes, you will get lucky and find that by draining the stale gasoline from the carburetor and fuel tank - and replacing with fresh fuel, the problem will be solved. Otherwise, a carburetor overhaul will be required.
