My 2006 Yamaha Vino 125 Vino scooter starter ignition turns but doesn't start. Manual kick start does not start engine either. Ignition switch is in on position, battery is fully charged, gas is in engine, brake handle is depressed and side stand is in up position. Scooter was previously periodically started and was last started about 3 weeks ago with no problems. Is this likely a clogged carburetor? What is a recommended procedure to diagnose the problem? Thanks in advance.

Did you remove the battery from the scooter before charging? The scooter circuitry may be giving the charger false readings.
Can you try to jump start the scooter using a car and some jumper leads? If it starts that way, then your battery is dead.
