Bike will only run on full choke as soon as throttle is opened the engine cuts out.
SOURCE: Engine dies when choke is taken off or when throttle is applied.
where the valves set cold or hot? could make the world of a difference...is there intake leaks? bad floats perhaps....its a problem that will take some time cancelling out problem by problem
SOURCE: Engine stalls
I assume your bike has been in storage for awhile...Your engine is running on choke ONLY, that's why when you cover the air inlet it's the same as what the choke does.....your jets in the carb are clogged and will facilitate a removal and cleaning of the carbs my friend.....find a trusted mechanic and you'll be rolling in no time...Good Luck to you......Tim
SOURCE: will only run with full choke and absolutely no throttle.
Carbs gummed up. Need a serious cleaning or a full ruubers replacement/rebuild kit. Gas turns to gummy when left stting in the fuel bowls.
Use a couple of cans of Sea Foam.. best stuff in the world.

You need to fix the fueling first - without fuel it won't run!
Your other problem sounds like an air leak - either the manifold or the carb. Check by spraying WD-40 or CRC at the manifold and carb join while the bike is running - if the revs change (either up or down) you have a leak.

when the engine dies pull out the spark plug and earth the plug on the metal part and turn it over dont hold the spark plug as you will get a shock if the plug sparks you know the ignition system is working.if you have no spark do a compresion test to see if there is a problem with the engine.if that ok you will have a fuel problem make sure the breather on the fuel tank isn blocked or trapped.
