Is the latch uinder the seat broken. Or is the locking mech. on the fender not working?

    If the cable is still attached to the seat latch, you can reach up under with your hand, hopfully you have small hand,and pull the release cable that attaches to the lock.

If my 2008 qlink 150cc siena motor has locked up how would i unlock it?, and how would i check or no if i the starter has went bad?

make sure there is oil in it. you can remove starter to see if motor turns by hand, will be easier to turn with spark plug out.
