Seat will not open when key is turned. opened before but not now.
Try some lock cleaner\ lubricant, use liberally, press down gently on the seat locking latch. If that doesn't work try shocking the mechanism with my favorite tool, a rubber mallet. If the key turns that part of the mechanism works. Put the key in to the release position. Go to where the latch is, use a bright light, see if the latch is engaged, Usually this kind of lock uses a hook latch. The hook is literally apart of the key barrel so if the barrel moves the latch hast to be moving too. Check the chair itself that its not stuck. WARNING Lubricate with pure silicon spray only it wont stain your chair. Lub all rotating joints and see if you can move it.

hi, ok remove the seat by turning it to the left, there is a lever normally on the right side that will allow it be turned round,
once you done that, lift the seat in a upwards motion, the cover should come away by gemerally lifting it, it should be attached by velco underneath,
you should now see two batteries. 40Ah batteries will allow you to go further if the battery Ah is lower, 50ah batteries again will allow you can go even further NOT faster, if you buy the larger AH batteries please make sure the dimensions of the batteries will fit within the scooter battery holders.

There is an overload protection switch in it. It will look like the the protection switch that can be seen under the mixes. The picture of the overload protector is added here. Its press button will only seen outside. Just putsh it once and check. The motor has carbon brushes inside it to get armeture contact. If these burshes are worn out, the motor won't turn, and the scooter won't move. There will be two of them in opposite directions. They are replacable parts. The picture of it is also given here. Make sure the vehicle is balanced on the centerstand. The centerstand is a metal bracket located in the middle on the bottom of the scooter. Engaging it means that the scooter is resting on the front tire and centerstand. The rear tire is raised slightly off the ground.
Insert your ignition key into the main ignition switch. The switch is located on the inside front of the scooter just to the right of center and below the handlebars.

Twist the key to the left, or counterclockwise, to the position on the switch marked Open. If the scooter is not in the locked position, turn the key to the first Open position. If the scooter is in the locked position, turn the key to the second Open position. In either case, turn the key counterclockwise one notch to the respective Open position. The Yamaha Vino Scooter Owner's Manual cautions you that you should not push down on the key while turning to the Open position.
Grasp the end of the seat nearest the front wheel and pull it upward to raise it on the hinges located at the rear. Now you can store or retrieve items from the storage compartment

Key turns, but does not open it. it sounds like it is moving the catch.
Key is on left side and latch is at the rear of the seat. Cable may have loosened .
