When i reach the power valve or high revs on my 2003 dt125r it starts to splutter but its fine at low revs.

Either take the carbs off and clean them or add some fuel additive to clean the system. Sounds like you have a clogged jet.

i know this sounds stupid but change spark plug and check lines for choke the line might be pinched and closing the hole and it might have flooded how old is it?

Clean the air filter. Try a shot of either down the carb. if it fires up you can be pretty sure that fuel IS the problem. Clean the carb. Also clean the water trap bowl on the fuel valve. Bear in mind that not all models have a water trap.
How old are the crank seals? No pressure in the crankcase means no gas to the cylinder. Seals generaly go bad slowly, not all of a sudden. Exhaust pipe collapsed internally creating back pressure or is it letting exhaust gasses through as it should?
1981 was the last year for the DT series of bikes. Your post said the bike is 1998. What's the story? Also, what do you mean by

Seaform will fix this trust me...go to autozone oickup a can put in 1/3 of can into approx two gallons off gas and ride at least fifteen miles hard and it will run alittle rough at first but it should kick in while you ride.
