SOURCE: How do I increase the idea on a 98 HD heritage
If you're talking about the idle speed of the engine, there is a small stop screw on the right hand side of the carb. where the cables attach to a round metallic disc. This disc is part of the throttle shaft. The wider it opens, the faster the engine runs. The idle stop screw regulates the postion of the throttle shaft when the carb is fully closed by the cables. Adjusting the screw inwards increases the idle speed.

remove the dip stick(right side of bike) for free flow, drain plug is under rear swing arm bottom of frame, not the one under primary, once drained, remove oil filter in frount of motor(u might need a special iol filter wrench), u will get oil on motor, cover with something. once all drained, fill at dipstick till where it is at full mark on stick(about 3 1/2 qaurts). run bike foe about 10 min., then shut off and recheck, add more if needed.
SOURCE: how to install a starter
First, disconnect the negative battery cable from the battery. Then, drain the oil from your primary. Remove the floor boards, shifter or anything else you need to remove in to remove the outer primary cover. Remove the outer primary cover. Remove the small bolt holding the starter jackshaft in and remove the jackshaft. There is a coupler that connects the jackshaft to the starter motor. If it comes out with the jackshaft, mark it so that you know which way it goes back in. If you cannot get the jackshaft out. continue on and once you get the starter bolts loose, you should be able to work the jackshaft out. When you go to reinstall the starter, make sure you put the jackshaft back in before you tighten the starter bolts.
Now, on the right side of the bike, remove the exhaust system or whatever might be in the way of getting the starter off. Remove the bolts holding the oil tank but don't remove the tank. All you need is a little room that you get by lifting the tank up a bit. There are two large bolts holding the start onto the inner primary. Remove these two bolts and unplug the single wire going to the solenoid and the battery cable from the starter. Now, you can work the starter out from under the oil tank and off of the bike.
SOURCE: 99 Heritage Springer no fuel to carburetor.
Have you checked the vacuum diaphram in the fuel petcock? In 1996, Harley went to a vacuum operated fuel petcock. It has a diaphragm in the backside of it that opens the fuel petcock when the engine is started. These diaphragms get holes in them and the vacuum lines come loose from the backside of the carburetor. Check on both of these problems.
Good Luck
