I am a mechanic . If we cross the economy mark then we get 50-55.mainly the rear tyre must be normal bit thats gets us well mileage.if clutch plate,vail,air filter,carborator are weak then we cant get good mileage.so drive economycally and save bike maintnence and petrol.
The Honda Splendor has a 4 stroke engine and can have worn valve seals or rings. If the engine smokes while riding it may be time for a top end re-build. You should complete a compression test to evaluate the condition of the piston and valves. If the compression is low ( under 120 psi ) it is time for a top end re-build.

Black smoke means the fuel mix is too rich. Assuming you have not changed the jetting, I would say the float level is set too high. The only other possibility would be a main jet that has come loose.
