I have a 2003 Yamaha XVS 650 V-Star Classic and the battery seems dead but I put the battery charger on it to bring it up and I tested the battery with a multimeter and it seems to hold a charge but the bike won't start. Before it was getting power to the electric start switch but now it doesn't seem to be getting anything, the lights don't even come on.

At 55 amps you could charge the batteries on the space shuttle. A 2 amp charger is plenty. You cooked the three year old battery so a new one will be needed. Get the new battery then worry about the fuses only if the bike is still dead. The fuses are under the battery side cover if I recall correctly. Look under the seat if not by the battery.

TRY A TO BYPASS ALL SYSTEMS WITH A POSITIVE LEAD SHOULD WORK BUT YOU NEED AT LEAST 9VOLTS TO GET THE IGNITER TO EVEN THINK ABOUT LETTING THE COILS HAVE ANY POWER TO EXPLODE THE GAP POINT OF YOU'RE SPARK PLUGS SO GOOD LUCK

First I would change all the spark plugs, and if that didn't make a difference then it sounds like the coil(s) are warming up and breaking down........when it starts to skip take a good pair of pliers with good rubber on them and pull each spark plug wire, when you get to the one that the running doesn't change then I would replace that particular coil

Spray lock with wd40(inside) When you try the key, pull the handle bars hard in the direction that the wheel is turned. If you have the right keys, that should work. If your outside in the cold, it could be a frozen lock also, make sure the key goes in all the way. The wd40 (or any penetrating oil) should thaw it as well.
