With the float bowl off and the float assembled in the carb, hold the carb on it's side with the needle and seat hinge upwards.

Set the float height to 0.630" to 0.670" (16-17mm) from the "bottom" of the float to the gasket surface where the float bowl gasket seal is.

These carbs are notorious for leaking past the needle and seat even when the float level is set correctly. They make a tool for refurbishing the seat in the carb as it is not replacable but the tool is very expensive for what it is and the amount of use will get out of it ($100). Sometimes I've set the float level an additional 1mm low (18mm) to put more pressure on the needle if it does leak. Good Luck!

The float bowl level is set in between running it dry at full loaded throttle and fuel overflowing from overflow hose. The floats have a small brass tab that bears on the needle, when it rises, it pushes needle into seat and restricts fuel. Set this tab level with rest of tab plate surrounds for the middle fuel level position. Bending tab down will let more fuel in, up for less.
Better to put up with a little fuel overflow when you lay it down than starving motor of fuel when you need power the most. Damage can result running too lean.

Yamaha v-star float bowl adjustment

No. Wrongly adjusted float height makes the engine fail to run.
If you get over flow leak (from the overflow hose) your fuel needle inside the carburetor simply does not close the gas supply hole firmly even if the floaters still pressing it against that hole.
That is because the over flow holes on a carburetor are so far above the floaters that even with the float height wrongly adjusted, the fuel needle should stop the gas from overflowing and simply made your fuel mixture too rich.
