Have you removed the carby and removed the jets and cleaned them? also is the compression OK? Is the exhaust blocked...Try loosening off the 2 10mm nuts at the cly that holds the exhaust pipe, drop the pipe down a little and try for power. if its better the mufler is blocked..the outlet could have a nest in it or carbon and rust has blocked it.You can cut them open and clean them, but must have the tools and know how...

is a great source of wing information, I would just look on Ebay, they appear to be 150bucks for a rebuilt, and it will probably cost you that much anyhow
