If you really suspect the timing is out, use a timing light to check, before adjusting anything.
What else happened when it initially stopped with no spark?
Just would not start with no spark.Found out that there is no means of adjusting the timing on this bike. It's electronically set and controlled in the cdi unit. The new cdi unit I put in is not from Keeway but from a manufacturer of cdi units who told that the cdi part number XV250 2UJ was good for a Keeway Cruiser.I suspect the cdi unit. It seems to be firing not at the begining of power stroke but part of the way into it.

Ok that makes more sense, you will need the correct CDI.
The ignition triggers from a pulse coil down off the flywheel, and the ignition timing cant really change unless the flywheel has come loose, this is the same with most bikes since the 1980's except the few that may still have points. Sometimes the pulse coil will have slotted screws to allow small adjustments to air gap and timing but is best left at factory settings.
The cdi units control the ignition advance and ignition curve
