Carburetor problem wont run propley.how do i fix
Drain your carb bolws and see what you have, If it comes out with white paticles you will need to pull the carbs and clear the jets of trash.. Kit not needed unless you damage a gasket or o ring.
What to do
If the battery no longer holds a charge, then it sounds like you need to get a new battery, or at least have your current battery checked by a Battery Shop.
Stator could be a problem, in which case you should be able to get a new aftermarket one for your bike.
Just as a thought though, did you check your fuel level when it died on you?
it's happened to me before, where I'm looking all over for what's wrong, thinking the bike has a terminal problem, when it just turns out that it was out of gas.
Front fork oil
Take em off and do it right ... chances are high that your other tube seal is about to go as well, so do both of them at the same time. Even if you can't do it on your own (There may be a special tool involved that you don't have) you can still take the separated tubes to the shop, and you'll be charged alot less since you did the removal work yourself!
Gas pumping out out overflow
Remove the float bowls on the left carbs then clean the carbs with spray carb cleaner. Pay special attention to the float needle. A bit of rust, gasket or other contaminant is preventing the float needle from shutting off the petrol. Please rate my answer.

When it is started up out of the water runs fine.
I assume you are talking about a personal water craft. It is very common for a little bit of moisture in the carburetor to cause this to happen. There is a small fuel needle that is attached to a teeter/totter and is operated by a diaphragm . Often moisture will cause a small amount of corrosion to form on the needle and cause it to bind just enough that you do not get enough fuel when accelerating. If there is enough room in the motor compartment you may be able to take off the cover and clean the effected part of the carburetor with out having to remove the whole assembly. Be sure to lay a clean sheet around the base of the carburetor just in case you drop a part so you do not have to try and find it under the motor plate.

If you don't spray the rubber parts, you can use carb cleaner. With a bike that old, carb kits would be a great idea though. Try and put an inline fuel filter in there as well as it will help keep the carbs cleaner.
2005 Yamaha v star 650 losing power
What Exactly does the bike do when it 'loses power'? This will give clues as to where the issue could be. When was the last time the bike was given a major service? Sometimes it can be as simple as a dirty fuel/air filter or an old/worn or dirty spark plug.
