Idle adjustment
If there is not a screw on the side of the carb then look at the top of the carb where the throttle cable connects. The fitting at the top of the carb is threaded and would adjust the carb idle. There may be a similer adjustment at the twist grip but I don't remember one there.
Hope you can rate this solution as a 'FixYa'
Overheating
Check the thermostat in the bike it may not be opening at all sounds like it is not working and also check the water pump as well
'07 rmz 250f troubles getting bike into neutral
It's an internal transmission problem. A bent or worn gear shifting fork, or the gear dogs are battered. On the other hand it could be worn clutch teeth sliding, a worn clutch cable or the plates are sticky. Check the clutch plates and adjustments on linkage.
No fire to the spark plug
Sheared Quarter moon key is has rotated the the magnetic flywheel on the tapered shaft so the timing is off. Remove the left side engine cover and spin off the nut on the out put shaft. You may need a claw puller. You'll find the half key in the shaft is cut in two. Tap it out with a chisel on the end. It's sitting in a curved grove so will tilt up out when tapped on one end. also remove the flat part from the magneto wheel replace the key in the shaft groove with THE right size, and push the magnetic wheel back on strait with the new key. replace the bolt. and reassemble the cover. Start er up. and go.

2009 rm-z 250 kickstart won't budge
pull the sparkplug[s] spray some PB Blaster inside, then let it set like that for a few days....then try to kick syart without having the ignition on...if it starts turning....then replace fresh plugs and you'll probably needs to spray some ETHER [ starting fluid ] in the intake to compensate for the oil you sprayed inside
It lockup but took clutch out an it unlocked.
You need to replace the complete clutch Assembly sounds like it is hanging up or something is loose. Remove it again to verify that the housing does or does not have cuts in it. This also sounds like it is stuck in gear or between gears.
I have a 2006 Suzuki
Definitely the head gasket mate water cant really get above piston any other way - the piston would be sucking water into it on the down stroke then on the up stroke water would be passing pass the piston rings into sump oil
the only test you can do with out the bike started is a compressed air leak down test I happy to elaborate on this test if you need but if you do all your own rebuilds then I sure you know all about it..
when you take head off to replace gasket I would highly recommend you get the face of the head machined as pretty much any head that age in my experience at least would have some warpage to the face which will become harder and harder to get good head gasket seal even with new gaskets
also if budget allows this would be great time to consider new piston and rings kit even new cylinder as its all apart any how if you can afford it would be very worth while
when you get running again I would also change that oil completely and oil filter every ride for at least 2 or 3 times to make sure all that water is all gone - or it will bite you later with far worse problems than head gasket issues
I recently bought a 05'
Try cleaning out first the carb. This may also be a problem with the choke and the jet for the idle. If spraying carb cleaner does not help you may want to do further cleaning by taking the carb out. You can do further inspection as well if you need parts to be replaced.
05 rmz250 leaking compression into
Piston blow-by, ( compression getting past the piston rings ), is the cause. Your bike has a breather tube just behind the cylinder on the right side of the center case. Be sure it isn't plugged up and that the fitting is not plugged up.
