I have a 2004 Gsxr 1000 and the starter spins but
The best way to check if the bendix is kicking out to engage is to bench test the starter. remove the starter and place a ground wire to the frame or housing of the stater and touch a 12v hot lead to the pos post of starter being careful not to let starter jump away from you. when the starter engages the gear should come out to the end of it's travel, the starter gear is spring loaded.
Reving issue
Just because the clock says 13000 revs doesn't mean it should do that. Some machines are electronically limited to a certain speed/revs from the factory. My diesel car has a rev counter that goes to 6,000 revs, but the engine would blow up at that. Your bike could have a rev limiter on it to protect the engine. The rev limit is usually set in the ECU. get that checked to see if it has an internal fault.

This is a shift light its programmable. To aid in shifting at your set limit. You have to push it everytime you turn on the bike though.
Lack of oil caused bike to rattle over 4000rpm
Usually the first thing to suffer is the cam shafts and lifters, followed by the pistons, rings and then the con rod bearings.
The cams can also destroy the cam bearing surfaces, requiring a new head.
If the noise stopped when new oil was put in , damage may be minimal, but will have effected total engine life

clean the carb and replace the Air filter check the spark plug gap.

Hopefully it is just a dodgy spark plug. If it isn't and you've checked the HT lead for a spark, have a compression test done. It could be a sticky valve unless it has been raced.

Check the kickstand switch, and jump its contacts to test it. The kickstand switch shuts down the engine when you put in gear, and it is commonly causing this problem.

How to change the battery
LOCATE BATTERY BAY AND REMOVE NEGATIVE LEAD FIRST THEN DISCONNECT POSITIVE LEAD, WHEN REPLACING NEW BATTERY MAKE SURE YOU CONNECT THE POSITIVE LEAD FIRST THEN THE NEGATIVE.
Back fire
coil wiring out of firing sequence, or timing is off. use a timing like at the ignition plate check timing position. worst case. cam timing chain slippage.

sound like the carbs need to be synced if throttle plates are fully closed at start it would cause a rich condition and no need for a choke becase there is very little air passing through mostly fuel if they are not eqaul there would be hesitation when opening throttles til about 1/4 throttle
