Takes time to pick up speed

Brakes will feel spongy if air is in the brake lines. Bleed the brakes. If the chain is slack then loosen rear axle bolt and adjust the chain by moving entire wheel back. Lack of power and taking time to build up speed are usually problems resulting from burnt exhaust valves. Intake valves burn less often than exhaust valves because intake valves have cool gas flowing past them in the intake stroke.

Starting problems like flat battery if doesnt

I think the model you are referencing is the VL1500LC Intruder if this is the case then you may need to adjust the decompression cable between the cylinders. This is common on this bike as the cable will stretch and not allow the decompression device to operate properly.

Hard to select neutral

Difficulty in selecting neutral is most likely due to clutch drag. Does the bike jump forwards when you select first gear? This could be due to dry or wrongly adjusted clutch cable. Another though less likely cause could be weak clutch springs or a worn clutch basket. Aim for about 5mm free play at clutch lever.

Lack of power and low revs

Remove and clean the carbs. Remove and clean the fuel petcock water trap then put everything back together. Try the bike now.
If still bad then take it to the shop and ask for a compression check. You may have some burned valves.

Engine locked up

it will becaus ein gear the engine is trying to turn over with the wheel. thats how the thing goes, the engine turns the tranny which puts power to rear wheel, so if engine is off and you push while in gear you are reversing the process. you should get your starter checked i think its bad. your engine is not seized. . try this put the trans in say 3rd or fourth gear and try to push it, should be some resistance but you should be able to move it and turn the engine in the process. if you need further assistance you just need to call me so i can explain it
