What is button on gas tank for?

It's the fuel petcock switch. Here are some pictures of it: https://www.google.ca/search?q=2004+kawasaki+vulcan+1500+fuel+petcock Fuel petcock valves are common on motorcycles which don't have a dedicated fuel level gauge. They are use to turn the fuel tank "on" or "off", and they also have a "reserve" position which taps into a section of the fuel tank which contains reserve fuel to allow you to make it back to a gas station should you run out of fuel in the "on" position.

Cam chain tightness? how too adjust?

The cam chain tensioner is an automatic device. When the chain wears past a certain point and the tensioner can no longer compensate for the slack, it must be replaced.
Failure to replace a slack / worn chain can have severe consequenses, even if the chain does not break.

When the key is turned

Yes the sound you hear is the fuel pump, check the fuse for the circuit, also does the bike have an alarm or imobiliser fitted, some use the fuel pump circuit to imobilise the bike, check the switch fitted to the stand is not sticking when the stand is up, also check the pump wires inside the connector for corrosion or broken contacts, the fuel pump will only prime when it is taking up the pressure, if it is full you may not get a noticabe noise,

I got a 2003 vulcan

The drain plug is supposed to have a aluminum washer on it, this acts as a seal. It should be replaced every oil change. Inspect and replace that washer.

My meanstreak has Vance and

You have a fuel injected motorcycle. When ever you alter the intake or exhaust you have to put a Power Commander on the bike or it will not run correctly. Motorcycle fuel injection systems cannot properly compensate for the changes you made to the intake and exhaust systems on there own. Automotive fuel injection systems will compensate for a much wider range of variables. You Do Not mention if you have added a Power Commander or not. A Power Commander allows you to hook your motorcycle up to a computer and change the performance curve of your CDI box to match your accessories In this case you need to remap for the Hyper charger and the Vance and Hines exhaust. If you already have a Power Commander installed on your motorcycle you should hook it up to your computer and try remapping the system. The program that is currently there is not adequately compensating for the conditions that are causing the misfire. Some times it takes several tries (remapping attempts) to get a machine to benefit from the changes you make. If the bike was purchased already modified and you did not get the computer cables and programs to change your Power Commander, many dealers have the equipment to reset the system for you.

Leaking gas on top of left cylindar head

you may have a seam leaking on the tank it self, you need to get someone to pressure test the tank for cracks, some kawasakis had recalls on leaking fuel tanks not sure if the meanie was one of them but i know some of the vn1500's drifters i believe had these issues. check with your local dealer or the kawi website about the recall, it might be a seal but most likely a leaking tank seam.

My gear shift seams to

There are two places at the shift leaver that could be the problem. there is a nut and lock-nut together on the shift rod. you can loosen the lock-nut, adgust the play in the rod and then tighten the lock nut (sometimes this is behind a cover plate). Also, the leaver can become loose where it is attached to the splined shaft comming out of the transmission case. This must be tight. It may have slippped. It must be possitioned in a spot that makes it centered so that when shifting either up or down... it feels right. When you get it just right tighten with locktight compound so it doesn't come loose easily. If this is loose for very long, the teeth on spline or the leaver will strip out. Hope this helps.
