My 2002 kawasaki 500 model
The fuel tank has 2 tiny fuel filter at the bottom of the tank and they part of the fuel feed valve at the bottom of it. Disconnect the fuel line from there and check for fuel flow. If fuel is reaching the carbs, then ur floats may be sticking. have you removed your carbs? I did that once on mine and connected the cables "tangled" n that created a hell because it would start but cut off when accelerating, also make sure the jets you can see the tiny holes in them, otherwise you'll have some issues. I own (and love) a 500 (496cc) VN500 LTD and I got it from a dealership thinking that it had been tuned up and ready to roll, BOY, was I wrong? I took mine apart and cleaned it. I hope you fixed it by now.
The bike will crank up
is the kickstand still down when you are doing this. Some bikes have a kickstand sensor and wont let it run when down.
Kawa 500 vulcan has no power when pulling away
First make sure the air filter is in good shape. Also, be sure there's nothing covering the air inlets to the air cleaner box. One time, someone brought me a bike with a similar problem - only to discover that the guy's beanie had gotten sucked into the air filter inlet.
If the bike has ever sat for more than about a year, then the carburetor is plugged up and needs to be disassembled and cleaned out.
Finally, perform a compression test. Your bike needs to produce at least 140 psi of compression in order to run properly. Low compression can be caused by either insufficient tappet clearance - or worn internal engine parts.
Cannot locate 2screws to adj carbs on 1991
You must first drill out the covers to reach these. There is one on each float bowel. Suggest reading the HOW-TO wiki on the site www.ex-500.com. These should not normally need to be adjusted.
I keep having fuel mixed
The float needle is not stopping the fuel flow. This is what you suspected. Why not is the question. Three things can cause the problem. 1 ) There is trash from the gas tank stopping the needle from closing; get an inline fuel filter and flush the tank. 2 ) The float tang needs to be adjusted to shut off the gas sooner, before the carb fills too full. 3 ) The float is leaking and no longer floats as it should. If it doesn't float there is no way the needle will close. By the way, there should not be any oil in the gas. Are you certain this is the case? If so, the oil would have to be coming from the crankcase breather. Check the oil level in the gearbox. Chances are that compression is getting past the rings and the fuel in the air / gas compressed mixture is mixing with the gear oil and raising the level in the box.

the lever sits aprox level, but can be adjusted up or down on the splines to make it comfortable.
There is no real wrong position, as long as the lever doesent touch the frame or casing, up and down gears.
Motorcycle run but has no
new piston and rings required I would say but get a leak down test to confirm before you comit to that - the leak down test confirms just about all issues internally
if the smoke is dark and bluey it burning oil so piston rings (or valve stem seals if a four stroke)
if white and cloudy could be over fueling or head gasket blown so it's burning water

At 20 mph the beeper
Hi, first I would check for a intake leak. You can do this by start the bike and spraying a little carb cleaner around the intake. If the RPMs go up then you have a leak.
Another problem might be either your ignition or coils are breaking down.
Last, you might have a loose wire connection that is vibrating at that RPM and shorting out the ignition.
