Valve adjustment and timing likely targets here. Had a 250 L with same symptoms, found timing/valves the cause.

I have a 06 honda trx250ex put new gas and oil in

your problem is a clogged carb. clean float valve, main jet and idle circuit with a can of spray carb cleaner.

disconnect fuel hose at carb and see if gas flows.

reconnect hose and open float bowl drain valve. If no gas tap on side of float bowl with plastic end of screwdirver to free up float.

still no gas? remove float bowl and try to shoot carb cleaner into the fitting for the gas line from tank.

if gas flows now then put it all back together and it should run

if not then remove carb and clean carb passages, main jet, idle circuit.

The engine needs to be serviced. i need the specs

I would recommend you , if there's no problems at all to the engine of your bike..like missing ,hestation or idling or tick over and speed and or any kind of noise, thn you need not worry about anything.
Just remove the spark plug examine it to its condition and gap , reset the gap if needed or best replace it.
Check too the air filter, pressure blow it and if its in worse condition replace it.
Check to the battery if it has one , if its a non-maintenance free check the acid level and if low fill her up to the level with distilled water.
Check the brakes and adjust as necessary.
Check the drive chain and adjust as necessary.

Once done.... your service is done!
Have a nice and safe riding!
Good luck.

I've got an XR 250 2002 model without a battery and just a kick start. i was wondering what volts and watts light my bike can take without anything melting or damaging anything

You did not say what year the bike is but the safest thing would be to look at a service manual OR consult a Honda dealer service department person. You will not burn a piston but your charging system could be negatively affected.

When you ride while lighting

I think your charging system is not working. Check the voltage of the battery. Charge it until it reaches 14 volts or so remove charger, start engine and check voltage again. Must be around 14 volts when RPM is at 3ooo.
Can go from there. Troubleshooting is not too difficult.

How do i adjust the points in my 1983 honda xr 250

Move the engine around until the points are open. With a feeler gage, set the gap to .35 which is not out of any book I have, but it is a good place to start. You will loosen the screw on the back plate and move it until you get the gap set then tighten the screw.

I have a 1972 Honda

You are probably dealing with dirty, burnt,or shorting points. Try replacing the points located at the end of the crankshaft under the cover held on by two screws. You may have to install and reinstall the points several times before you can get the new points to work. Chances are the points in the machine are almost 40 years old. Also , Honda ignition systems run off the battery. In most Honda models if you do not have a good, charged battery , you will not get spark.

I sank my fourwheeler in

If the engine was stationary when it went into the water the problem would most likely be shorting in the electronics, This may be temporary or permanent. Access all the electrics and electronics and dry them out with a hairdryer or similar. If this does not clear up the problem you may have to replace parts. Also make sure that there is no water anywhere in the fuel system.
If the engine was running, then some serious damage would have been done to the connecting rod, piston and possibly the crankshaft, with the resultant requirement of strip, inspection and replacement damaged parts.
