There shouldn't be hardly any play at all. Supposed to be straigh, no wobble.

It is located on the Neck behind the Headlight. That is how people customize their motorcycles to Choppers or Bobbers and are still able to register/Title it.

Chances are a fuse or two are blown. The fuse box will be very close to the battery. Check each fuse with a multimeter.

you can try and call Honda -- but I doubt they will be able to get you the keys. ( give them the VIN number and see if they have a record of the keycode -- you will want to call the dealership where the bike was bought ).
the next best way to get keys made is to take the igniton switch down to your local locksmith shop and have them make a key for it. now there is a chance that if you look on the helmet lock there might be a key code and with this code the lock shop can make the key from that. also look in your owners manual to see if the keycode got written down in there by the original owner.

I have a 1986 CMX 450 and have just found thru You Tube that you can use the extra capacity gas tank (3.4 gal) from the 250 to replace the 450 tank. Ordered it and it fits PERFECTLY. No retrofitting needed WHATSOEVER. Cost $99 on Ebay plus shipping. Arrived 2 days earlier than anticipated. VERY VERY HAPPY. I had too many holes in my old tank to even count them. LOL

Oil change and spark plugs, Inspect plug wires for any damage, If found replace, Check and replace brakes as needed, 1/8 or less replace.. Happy biking bro, Be safe
