Tune carburetor for rs250
If adjuster screw is towards the front half of the carb, clockwise = lean, anti-clockwise = rich. If screw is towards back half of carb, clockwise = rich, anti-clockwise = lean. Make small adjustments. If you can't get good results then change pilot jet.

My 1999 Aprilia RSV Mille starter turns (can here
The starter clutch is failed. The starter clutch is located on the back of the flywheel, so you'll have to remove the flywheel. The flywheel is difficult to remove and sometimes requires heat (torch) along with a three bolt type puller. Once the flywheel is off, the repair is fairly straight forward. Just remove the old clutch, paying attention to the direction of the rollers, and install the new one. The gear on the flywheel should also be replaced to insure good performance of the new clutch and starting system.

Pull starter stuck
If the pull start is stuck, it is normally because it is kinked and knotted inside the coil housing. Take the top off, pull out the spool, rewind the rope, put back together, and pull start away!

Replace the tyre. The only thing that keeps you on the road while riding a bike is the tyres. If you have any suspicions either replace it or take it to a tyre repair shop and see if they will fix it. I would re-inflate the tyre first and leave the bike over night to see if the tyre is sound or not. It may just be a failed valve.

1993 KE100 coil testing
While it could be a bad coil, the first thing I would check would be the plug wire. If the plug wire is integrated into the coil, then you may have to replace the entire unit. Check with your local Aprilia dealer or on the Internet for the closet dealer.
