The timing has not changed just because you cleaned the carb. If it's flooding, the needle and seat are not sealing like they should. If this is the case, you should be seeing fuel coming out of the overflow tube when the engine is not running or the fuel flowing into the carb. You didn't mention what type of carburetor you are running on the engine. The original Keihin carb is notorious for doing this. I've worked with them all day long trying to get one to quit flooding. It's as if when you clean the carb and take the float out, if you rotate the needle or something, it just will not seal. I've had to lower the float setting on many occasions to get it to stop. Do not lower the float setting over 1mm.(0.040") as you may start to starve the engine for fuel at highway speeds. If the carb is an S&S carb. Check the float setting with the bowl held upside down. It's shoudl be 1/8" into the bowl from the gasket surface. If it's a Bendix carb, you may not have the float spring in the carb correctly.

Sorry I wish I knew. Best to try looking for non Harley shops that may deal with vintage parts etc OR there are motorcycle used parts places that one can locate. Try looking also for vintage Harley clubs also.
