Have you ever heard of RPM roll over? If the engine was allowed to reach it's max RPM under throttle the inertia would cause it to exceed its design max RPM, so it set below that to avoid flying rods and pistons. And yes it is governed.

Strip the lock and the key code will be found on the lock barrel, You may find it easier to strip the helmet lock rather than the ignition.

For weak inconsistent spark. The issue may be the ignition coil. Please be sure that you are describing the symptoms well. Do you have a test light and a multimeter? Testing the wires to the coil is not bad. Besides the CDI unit. The ignition system is simple. Tell me what tests you have run and what has passed so far. Everything that passes narrows down the search. Good Luck.

My guess is that it has an immobilizer and disconnecting the battery has broken the pairing between the key and the ignition lock.

Hi, Carmen and the usual suspects are:
1. Fouled spark plugs.
2. Severely discharged or a damaged battery should have 12.5 volts or more and be able to pass a proper "LOAD" test if necessary, you may have a preliminary reading of 12.5 volts or more but little or zero amperage the battery is faulty and must be replaced, AGM batteries fail in this scenario more so than lead-acid batteries.
3. Check battery terminals for damage or corrosion, check the battery cables at "BOTH" ends for loose, corroded, or broken connectors, "INSIDE" and outside the cable harness, perform connector wiggle test and check cables with an ohmmeter if necessary.
4. Open-short-ground in the wiring between the alternator to the ignition module/CDI box to the ignition coil.
5. Faulty pins or sockets in the plug connectors.
6. Spark plug cables in bad condition, shorting/leaking, spark plug cable connections loose check for spark leakage in the dark.
7. Faulty ignition coil or electronic control module/CDI box.
8. Faulty pulse coil.
9. Faulty CKP, CMP, or BAS sensor.
10. Faulty ignition switch.
11. Faulty run/off switch
12. Tilt sensor needs a reset.
13. Security alarm failing to disarm needs reset

Hi, Steven you have a dead short which is usually the easiest to find. Using a test light connected to the hot side of the blown fuse holder, start probing the wire leaving the fuse holder about an inch away from the test light should illuminate, keep probing towards the ignition switch until the test light no longer illuminates you are now very close to the short.
