My alarm drained my battery charged it up is still
There are several variables to what you are asking. First the alarm system has taken I'm going to say at least a month to drain the battery so it's just lifeless. Now you add a charger, is it a "battery tender" one that is to maintain a battery or an actual charger? Is the charger a trickle type or are you trying to fast charge it? How long has it been on charge? These are some of the variables to consider. Okay on the "positive" side so to speak IF your charger is a battery tender it may take several days before there is enough power in the battery to activate the starter, even then the starter may engage but take most of the power to turn the engine and leave nothing for the ignition to operate. The electronic ignitions on these motorcycles needs at least 10 volts to produce spark at the plug. You didn't say how long the charger was on the battery or how cold it is where the motorcycle is being stored. Somethings I would not do first is be in a hurry and cram a ton of charge in that battery all at once and expect it to survive. Is the battery frozen? A battery that is power less will freeze bulge the casing and break the plates inside resulting in an internal short which then will appear to be taking charge but return little or no power after sustained length on a charger. Motorcycle batteries are really small in comparison to a car battery they also deliver a lot less cranking amps so the charging should be relative to the battery size. If I was in your situation I would remove the battery set it on a flat wooden board connect about a 2 amp charger for several hours until it appeared to have some power then possibly up that to 4 amp. So not to give you faults hopes the battery may have a shorter life now after this ordeal. Sorry for both the good and bad news.
Motorcycle will not exceed more than 20mph
You need to have your carburetors cleaned.
Its sounds like clogged jets.
I saw this several time.
Take carbs off bike, completely dissassemble all the jets from the bowls, take out diaphrams.
Soak everything except the float and the diaphram in a carburetor solution available at your local auto parts store.
Soak the carburetor bodies as well, even if the all don't fit turn them over every hour.
Let everything soak for at least 2 hours, rinse with water, and blow every port and hole in the carburetor bodies out thouroughly, then blow threw all the jets and make sure you can see through them and make sure you can see threw the little holes in the jets.
Once all clean, reassemble, and your bike will run like new.
NOTE: if removing the air fuel mixture screw, turn it in(counting the number of turn) until it stops, once it stops do not over turn it, STOP. now remove it and clean it and replace it. To replace it
turn it in until it STOPS. Then turn it clockwise back to the number turns you counted.
2 turns out is a standard setting to start at.

No starting
Bad hot wire, bad cround or bad starter. Use jumper cables to jump from battery directly to the starter. If it doesn't turn over the starter has a problem. If it does, than you have eather a bad ground or hot lead going to the starter. Use a DC volt meter or a test light to see if its got power coming from the starter button. Do all that and you'll know the answer.

you'll need to remove the pull/push switch connected to the side stand. Trace the wire that goes to the side stand.. You may disconnect this wire so you can kick the side stand with the engine still running. Note that this is a safety measure for motorcycles. i wouldnt recommend removing it unless its malfuncitoning.

You should have paid a little more money and got a Kaw; suki; hon. yam. you should have gotten somthing bran name; you got a throw away bike. The wirring system is messed up and there might not be no replacment parts .Your wirring system needs to be reworked.
Fuel capacity
A large 17 liter fuel tank ensures long touring range.

It only has an electric starter
Tire saftey
A good patch job (removing the tire and repairing with a patch on the inside of it) I feel is much better than a plug IMHO
I used to do allot of automotive tire repairs with patches and can't remember if any actually came apart or became defective. The plug may have a tendency to loosen and leak.
On the other hand allot of people would replace the tire just to have peace of mind with regards to motorcycle tires. 1500 miles is close enough to justify replacement.

Front Brake
is almost certainly a warped front brake disc. Easy and quick to fix (less than 1 hour labor) but the disc itself can be expensive. Buy a quality used one if possible.
Final drive belt or o-ring chains
and have noticed that the cheaper brands such as Hyosung use final-drive belts instead of o-ring chains. Is this a significant indicator of lower quality or performance? Is there any real difference between the two types of final-drive? I have heard that the belt slightly lowers the horsepower to the rear wheel. To be honest I haven't noticed. I do like the minimal maintenance. Chains are a little noisier require lubrication, cleaning, more frequent tensioning..... Is Harley Davidson a cheaper brand? They use belt drives. They last at least as long, if not longer than chains.,,,

What I would suggest then is to bridge the side stand switch. If the switch stays open circuit, it will never start but if you bridge the wires before the switch then the bike should start and have now solved the problem for the interim or you if it does not start you know you have to look elsewhere.

I also have a 2007
Sometimes just tapping on the carb bowl will free up a stuck float valve. There can be something preventing it from sealing completely. I found a hair blocking one once. Hopefully at the most you'll just have to remove the bowl.
