Kits like cobra or sigmajet are great for tweaking, judge your present performance first and determine if you're in the ballpark; Is it responsive throughout the powerband? How's your exhaust looking? If the pipes are showing signs of getting too hot (chrome bluing, exhaust tips chalky white=too lean, tips black=rich).
On to the spark plugs. "Reading" a plug gives an excellent picture; after a somewhat aggressive run with out too much idling pull the plug and have a look at the porclean insulator just above the electrode gap. Best is a nice even cocoa brown. Black=rich, white=lean. I would suggest zeroing in thoroughly, then consider going above and beyond if you wish.

Better to not try and do better than the bike engineers. A mechanical pump runs when the engine is turning, an electric pump will run as soon as the key is turned and create pressure all the time. It would have to be an in tank electric pump or it will burn out. Electric pumps are cooled an lubricated by the fuel passing through it. If it is a carbureted engine, you are pressurizing the carb bowl. If injected, it may already have a fuel return.
Check the mechanical pump for a torn diaphragm, they are easy to change.

Try cleaning the Throttle Body. This bike works the same as a car. My first thought was that it has a diaphragm carburetor and the membrane was punctured or split. This bike is not sold in North America

This particular unit has a typical GY6-style engine with a fuel line designated from the gas tank to the carburetor distinguished by an in-line cylindrical fuel filter located near the center of the line. Best to locate the carburetor distinguished by the location of the air filter, there should be a hose going from that unit up into the gas tank.
Ideally, remove the gas tank entirely and it should reveal the gasoline lines directly to the carburetor.
The photo shows the fuel line/filter indicated in red, and the location of the carburetor within the blue indicator.

Make sure gasoline is being delivered to the carbs by removing the fuel delivery pipe.
Carbs come in different systems. If it has a float bowl on the bottom, tap it with the handle of a screwdriver as it may be stuck.
Turn the engine over. If it doesn't start, remove the spark plug and see if it is wet with gas?
You need three things for an engine to start
Clean gas
A spark at the right time
Compression
