It's one of two things: lack of air, or lack of fuel. Lack or air is unlikely as your bike runs an injector, so unless a mouse has set up home in your airbox, concentrate on fuel. First, check that the tank breather hole isn't blocked. It's in the fuel cap. If not, check your fuel lines and fuel filter. Make sure fuel runs freely and that the filter isn't blocked. If that's OK, you need to check your injector. That's best done by a garage as they are tricky to clean without an airline.

It's your stator. One set is obviously not working as you are getting about 2/3rds of the voltage you should be getting. Your regulator is probably OK as the voltage tends to over read if that's the problem. Your bike uses the same engine as the Aprilia RS50 so parts are fairly cheap 2nd hand..

If thebaffle has not been removed before it may well be stuck in with the silicone sealent that is used to seal the exhaust, you should be able to twist the baffle to losen it, it is not unusual for the baffle to become tight, when eventualy you remove it clean the seating area and use a copper anti seize grease when replacing it, as suggested by most exhaust m,fctrs

The proper way to do it would be a shop press with bushing drivers-however, a good "C" clamp with a socket just undersize of the bushing and a socket large enough to receive it on the other side should do the trick. A little heat and penetrating lube will help;however, if they're set in rubber be careful with the heat. You can install the new ones with the c clamp and socket as well.

the fuel tap may be causing to problem, if it doesnt turn off it can also flood the engine over night and allow fuel into the sump which then vaporises as it gets hot and the breather allows this fuel back through the air cleaner causing rich mixture

Make sure the fuel is getting to the valve and passing through it. Possible blockage in fuel line or in the tank.

It isn't called a Magneto, that was for really old bikes. It is a 'stator'. First make sure that the new battery has been fully charged and is not defective. Next make sure that the proper voltage is reaching the started. You may have a bad post connection or loose connection at the starter. Try jumping you battery with another known good battery.

What Exactly does the bike do when it 'loses power'? This will give clues as to where the issue could be. When was the last time the bike was given a major service? Sometimes it can be as simple as a dirty fuel/air filter or an old/worn or dirty spark plug.
