Could be fuel blockage or the spark plug cap is breaking down due to heat.
I would suggest adding carb/injector cleaner to the tank, and get a new cap and plug. If this does not cure the problem the spark plug may be at fault. You will need to check with your local scooter specialist and see if a hotter or colder plug is needed
the rollers/springs have gone mis shaped and are not engaging the clutch properly so the belt gets caught up if you have a compressor and an air gun you can changed them they only cost about £5 for a set if you dont them and garage should change them for you

Since the headlight pulls more current than most everything else on the electrical system (other than the starter) you should be able to pull the headlight out, take the electrical leads off, connect a low power charger or battery tender to them and then be able to activate the electric lock...you may even get the battery charged that way. Make sure that the headlight switch is ON.
Low oil is indicated by a steady red light (not flashing) so I guess the oil level is not the problem.
Start off by just turning the ignition on and don't start the engine. You should only have the usual power lights and the oil light should be steady as no oil is being recirculated. If it flashes at this point, it is nothing to do with the oil pressure and points to an electrical issue elsewhere. If it is steady then start the engine and let it tick over. As you know, the red light should go out or at worst glow dimly until you rev the engine and that makes it go out as the oil pressure increases. If it starts flashing now I would suspect a relay somewhere clicking in and out and lighting the bulb. It is possible the immobiliser is playing up, especially if the battery has been disconnected, not enough of a problem to stop the engine from starting but enough to throw up an error somewhere.
Check for fuel, and fuel flow to carb. Often if an engine has been sitting for three months or more the carburetor jets may become clogged with fuel residues and need to be cleaned.
