What type of oil does this take
just normal two stroke oil
some have a separate tank for the oil
which mixes itself
if it is mixed in the tank
please refer to owners manual for advise on two stroke mixture

I'm gonna guess that this is a 2 stroke engine.
The reason I say this is that it's a common problem for engines that have oil added to the fuel. If you let the bike stand for an extended perion, the gas in the carburretor slowly exaporates, but the oil in it doesn't and the residue becomes a sticky and treacle like. As the gas evaporates, the float in the float camber of the carb drops and opens the inlet needle valve, any remaining gas/oil mix seeps in, more gas evaporates and more sticky goo forms over time. That residue will have probably caused the needle valve in the carb to stick open and not be pushed closed by the float in the float chamber when new gas is put in the bike. When this happens, the carburretor floods and gas runs out of a small rubber overflow pipe on the carb.
You need to remove the carb, strip it down and wash it in fresh. clean fuel, making sure any residue is removed and the unsides are clear before you reassemble and refit.
